A Tokyo, des yakuzas assassinent un politicien en pleine campagne de réélection. Les autorités entendent bien ne pas laisser ce crime impuni. Sur place, le chef du bureau de la CIA décide de faire appel à Travis Hunter, un ancien agent de son service, qui a grandi au Japon, et connait bien l'organisation de cette bande du crime organisé. Il a lui même été entraîné au combat par un ancien yakuza. Grâce à son réseau personnel de renseignements, Hunter va découvrir une vérité bien plus inquiétante.
