Dans un monde futuriste, la police de Tokyo, comme de nombreux industriels, utilise des robots géants appelés Labors. Alors que la ville est en passe de devenir une nouvelle Babylone grâce à l’utilisation massive de ces Labors, le gouvernement constate de plus en plus de dérèglements des robots géants qui mettent en péril la population. Le nouveau système d’exploitation créé par la très puissante corporation Shinohara, en charge de la construction des Labors, serait à l’origine des incidents. Défaut de fabrication ou sabotage, les officiers Noah Izumi et Azuma Shinohara mènent l’enquête...
