Fang Chen-tien, un maître renommé de l'art du fouet, est le suspect n°1 d'un terrible vol accompagné de nombreux meurtres. Il est ardemment recherché depuis 15 ans par des générations de guerriers, à la fois par ceux qui réclament justice et d'autres aux intentions plus malhonnêtes, cherchant à mettre la main sur son butin. Yang, une jeune femme experte en arts martiaux et dont l'arme favorite est le fouet, se trouve bientôt prise entre deux feux : partie à la poursuite de Fang, possible meurtrier de son père, elle est pourtant soupçonnée d'être sa complice. Elle n'aura de cesse, dans sa quête de la vérité, et à travers d'innombrables combats, de vouloir retrouver les véritables assassins...
