La baie de Tokyo est le théâtre de tragiques événements. Plusieurs accidents s'y produisent et l'origine du phénomène qui les cause demeure encore un mystère. Les agents Kusumi et Hata, chargés d'élucider cette sombre affaire, s'aperçoivent que les diverses victimes sont à la fois les hommes et les Labor, ces gigantesques robots mis au point par les entreprises de construction japonaises à la fin du siècle et qui permettent d'effectuer de cyclopéens travaux d'aménagement.
