L'affaire est confiée au meilleur enquêteur du Service, David Breckinridge, ancien protégé de Garrison. Là où Garrison fait confiance à son instinct, Breckinridge ne se fie qu'aux preuves. Avec l'aide d'une jeune recrue, Jill Marin, les deux hommes vont bientôt découvrir l'existence d'un complot interne, visant à assassiner le Président. Mais très vite, les indices semblent désigner Garrison...
