Iranoff, Buljanoff et Kopalski sont chargés par le gouvernement soviétique d'écouler à Paris des bijoux saisis pendant la révolution, et d'acheter avec l'argent ainsi obtenu des machines agricoles. L'ancienne propriétaire des bijoux, la grande Duchesse Swana, demande à un de ses amis, Léon, d'empêcher la vente et de récupérer les joyaux. Or Léon est précisément le guide, dans la capitale, des trois Russes. Ayant eu vent de l'affaire, les Soviétiques envoient à Paris Ninotchka, qui trouve les trois compères en train de mener la grande vie. Ceux-ci appellent à la rescousse leur ami Léon qui a déjà fait la connaissance de Ninotchka, sans savoir qui elle était ...
