Alors que Charlie Price, ancien scientifique devenu auteur à succès, dédicace son nouveau roman de science-fiction, Joanne Dyson, son ancienne assistante de recherche, est à la tête d'un projet secret baptisé «Danse de la pluie» pour la Fondation scientifique fédérale. Celui-ci est censé fabriquer des nuages et créer de la pluie n'importe où dans le monde. Les essais tournent mal et une terrible tornade s'abat sur la ville où se trouve Price, permettant aux deux anciens collègues de se retrouver et de mettre leurs compétences en commun pour résoudre le problème.
