31 décembre 1990. L'ultimatum lancé par l'Onu à l'Irak expire dans quinze jours : si Saddam Hussein n'évacue pas le Koweït, les Alliés disposeront d'un mandat pour utiliser la force. Dans les salles de rédaction occidentales, on parle d'une troisième guerre mondiale.
A Jérusalem, l'angoisse est immense : Saddam Hussein menace d'utiliser contre Israël des Scuds chargés d'armes chimiques et bactériologiques.
Luisa, 23 ans, franco-italienne, est étudiante en histoire antique à la faculté de Jérusalem. Nathanaël, jeune peintre français, subvient à ses besoins en travaillant comme vigile à Jérusalem-Est. Leur relation, violente et complexe, est sur le mode "ni avec toi, ni sans toi". Comme eux, leurs amis, voisins, connaissances, attendent la fin de l'ultimatum avec une tension croissante. Comment vit-on lorsque la vie est suspendue à un fil ? Que fait-on de
